Ms. Nor Shamsiah is the 9th Governor of Bank Negara Malaysia, assuming office on 1 July 2018. She chairs Bank Negara Malaysia’s Monetary Policy Committee, the Financial Stability Committee and the Financial Stability Executive Committee.

Prior to her appointment as Governor, she served as Assistant Director of the Monetary and Capital Markets Division of the International Monetary Fund.

Ms. Nor Shamsiah joined Bank Negara Malaysia in 1987 and has served in various areas including prudential regulations, legislation, policies and guidelines for the financial sector and supervision. She was involved in the financial sector resolution initiatives during the Asian financial crisis. She was instrumental in the formulation and implementation of the Financial Sector Masterplan (2001-2010) and Financial Sector Blueprint (2011-2020) that charted the development of the Malaysian financial system.

As Deputy Governor from 2010 to 2016, Ms. Nor Shamsiah was responsible for banking, insurance and Takaful supervision, financial intelligence and enforcement, talent management, finance and shared services of the central bank. She also represented Bank Negara Malaysia in the Basel Committee on Banking Supervision and the Financial Action Task Force.

Ms. Nor Shamsiah graduated from the University of South Australia with a Bachelor of Arts in Accountancy and is a Certified Practising Accountant (CPA).

TILLMAN BRUETT is director of the secretariat responsible for the United Nations Secretary-General’s Task Force on Digital Financing of the Sustainable Development Goals. He is responsible for overseeing the Task Force’s strategic direction, managing key relationships with top leadership within the United Nations system, and overseeing the work of a small team of staff and consultants. Prior to accepting the appointment with the Task Force, Mr. Bruett was programme manager of Mobile Money for the Poor at UNCDF, an initiative to make mobile and branchless financial services available to low-income and rural households in the least developed countries. He joined UNCDF in 2008 to start the Pacific Financial Inclusion Programme after eight years of running a successful technical assistance consultancy focused on financial inclusion. He started his career at Chemical Bank in New York in the 1990s and then worked to set up commercial microfinance institutions with FINCA International. He founded and operated Alternative Credit Technologies, a consulting firm specializing in inclusive finance that reaches low income communities. Before joining BNP Paribas, he was Head of Equity APAC for Credit Agricole, as well as creating an integrated electronic trading platform at Indosuez WI Carr Securities (IWICS) in Hong Kong. Pierre started his career in 1985 as a financial controller with Citibank Benelux, after attaining a degree in commercial engineering. He joined Banque Indosuez’ Luxembourg office in 1988 and between 1993 - 2000 moved to Singapore, followed by Tokyo, where he was Chief Operating Officer at Banque Indosuez and Credit Agricole Indosuez. In addition to his professional life, Pierre has been actively involved in supporting projects in the circular economy such as Nomad Plastic, and raising funds for sustainable NGOs such as the internationally renowned Room To Read and the Hong Kong-based and independent NGO, Sunshine Action.

Michael J. McCord is one of the world’s leading experts in developing and managing microinsurance products. Michael is a highly respected voice in the microinsurance field, working in the areas of research, advocacy, and development of microinsurance products and processes that meet the unique needs of low-income clients. He is a founding member of the Microinsurance Network, where he served as chairman of the board in 2015 and 2016, and a member of the steering committee for the Munich Re Foundation / Microinsurance Network Annual Microinsurance Conference. In 2015, Michael served as head of the Microinsurance Working Group for the Asia-Pacific Financial Forum (APFF).

Michael specializes in institutional development for microinsurance, development of new products, and analysis of microinsurance programs. He has worked in over 75 countries for clients that include commercial insurers, foundations, bi- and multi-lateral development agencies, regulators, non-governmental organizations and others. In addition to his consulting and advocacy work, Michael has written extensively on microinsurance, including numerous microinsurance case studies, reports and manuals, and has provided microinsurance training to thousands of people across the globe.

Erik Feyen is Head of the Macro-Financial Unit in the Finance, Competitiveness, and Innovation Global Practice of the World Bank Group. In this capacity, he leads the global monitoring and analysis of key macro-financial trends and their implications, including fintech. Erik advises on fintech-related country operations and coordinated the development of the World Bank – IMF Bali Fintech Agenda. Erik represents the Bank in the Analytical Group on Vulnerabilities of the Financial Stability Board (FSB) and served as a member of the FSB’s Financial Innovation Network. He also represents the Bank in the Financial Action Task Force regarding the use of virtual assets for money laundering and terrorist financing purposes.

Erik has led a wide range of country engagements related to financial development, stability, and regulation, including several Financial Sector Assessment Program missions (FSAPs). He has written extensively on international macroeconomics, financial stability, and financial development and his publications have appeared in leading journals such as the Journal of Financial Economics and the Journal of Portfolio Management.

Erik holds a Ph.D. in Finance from the University of Amsterdam, an M.S. in Technology, Policy, and Management / Electrical Engineering from Delft University of Technology, and regularly lectures at various institutions including Columbia University.

Tobias Adrian is the Financial Counsellor and the Director of the Monetary and Capital Markets Department at the International Monetary Fund. Before joining the IMF in January 2017, he served as Senior Vice President and Associate Director of Research at the Federal Reserve Bank of New York, where he helped lead the New York Fed’s work on financial stability policy and monetary policy. Ms Loo Siew Yee is the Assistant Managing Director of the Policy, Payments and Financial Crime Group, overseeing prudential policy, anti-money laundering, enforcement, as well as the supervision of payment services providers. Brandon Khoo is the Executive General Manager (EGM) for the Diversified Institutions Division (DID) of the Australian Prudential Regulation Authority (APRA).

He has also represented the PRA in the development of a range of European and international standards on governance and fitness and propriety at the BCBS, EBA and FSB and worked with financial overseas regulators in the implementation of accountability regimes inspired the UK SM&CR. More recently, Orlando has been focusing on outsourcing, in particular to the Cloud and the impact of technology on firms’ governance. He is the Director of Financial Development and Innovation Department for Bank Negara Malaysia (BNM) that sets out the strategic plan for the overall development and efficiency of the financial system including payment systems. He is responsible for formulating and coordinating policy direction and initiatives involving financial institutions, payment systems players, market infrastructure and legislation. He is the Chairperson of the Financial Technology Enabler Group (FTEG) that was established by BNM in June 2016 to support innovations that will improve the quality, efficiency and accessibility of financial services in Malaysia. He was the Chief Executive Officer of Sedania As Salam Capital Sdn Bhd (2017), a patented fintech solution provider that utilizes mobile airtime as the commodity for Tawarruq Contract for Shariah compliance financing with over 40 financial institutions in Malaysia and advisory on digital hub solution platform for banks.
His career begun with MUI Holding (1997) as an internal auditor and was reassigned as representative of the Group CEO to monitor equity broking, retail outlets and merchandising, confectionary manufacturing and hotel operations.
He joined the then Kuala Lumpur Stock Exchange (1998) during the Asia financial crisis and was deployed to several financially stricken equity stockbroking houses to ensure proper business continuity, corporate governance, management transition and protection over investors’ interest.
Ridzuan moved to the Malaysia Securities Commission (2001) and was a senior team lead for the oversight team of broker dealers, fund management, unit trust and secondary bond market trading. He was then redeployed to a team that established the concept of investment bank leading to a joint supervision between the Securities Commission and Bank Negara Malaysia.
He joined Macquarie Capital Securities (2005) as the Head of Compliance for Malaysia. Ridzuan was the regulatory resource person during the establishment of Macquarie Capital Securities Malaysia and played significant role for the special scheme license obtained by Macquarie in Malaysia.
Ridzuan then joined Nomura Securities (2009) as the Head of Compliance for Malaysia and led the establishment of Nomura’s local management team. He was later appointed as the Head of Monitoring and Surveillance for Asia Pacific and emerging markets, covering regulatory compliance supervision for eleven (11) countries - focusing on equity and fixed income trading, structured product value chain, corporate finance advisory and managing a 50-man outsourced team based in Mumbai. Jim LAI is currently Vice President of Tencent and Head of Tencent Financial Technology (FiT). At the same time, LAI is a member of the Chief Executive’s Council of Advisers on Innovation and Strategic Development of Hong Kong and the Guangdong Provincial Committee of the Chinese People's Political Consultative Conference. LAI actively fosters the development of Financial Technology, especially in the area of mobile payments and smart cities in the Guangdong, Hong Kong, Macao Bay Area.

LAI oversees Tencent FiT, which aims to provide convenient and safe mobile payments as well as financial and wealth management services. At the same time, the team enables business partners to increase transaction volumes and acquire more users. As of May 2016, the average number of daily transactions on WeChat Pay and QQ Wallet combined exceeded 600 million. In 2018, the number of Tencent Li Cai Tong Fund users exceeded 150 million, with the fund’s assets under management reaching over 480 billion Yuan. As of today, Tencent FiT’s mobile payment and financial application products have connected with over 200 financial institutions, and are integrated with more than 1.5 million retail users.

As the most noteworthy achievement, WeChat Red Packet and QQ Red Packet gained large popularity in China. In parallel, LAI proactively propelled Tencent’s innovation in blockchain technology and credit checking using big data, contributing significantly to Tencent’s leadership position in financial technology. Hann Liew is the Co-founder of Malaysian Fintech company Jirnexu Sdn Bhd (Jirnexu) and Chief Executive Officer of RinggitPlus.com, Malaysia’s leading financial comparison website which has helped over 1,000,000 Malaysians with their financial product applications since 2012. Hann currently heads RinggitPlus in its pursuit to help Malaysians to be more financially literate and to help them do more with their money.
In 2012, Hann co-founded SaveMoney.my and JimatCermat.my, two financial advice websites dedicated to helping people manage their money better. In 2014, he led SaveMoney.my through a successful merger with RinggitPlus to form Saving Plus Sdn Bhd and going on to launch KreditGoGo.com in Indonesia.

Norbert Mumba is the Deputy Executive Director of the Alliance for Financial Inclusion (AFI), the world’s leading organization on financial inclusion policy and regulation.

In his role as DED, Norbert leads the financial inclusion technical support, trainings and implementation work of the organization, as well as governance activities. He oversees technical support and training needs of AFI member institutions through the Working Groups and Policy Programs, Capacity Building, Inclusive Green Finance, as well as in-country implementation policy support. He is also in charge of AFI’s regional initiatives through AFI Regional Offices in Africa, and Latin America and the Caribbean. Norbert advises the Executive Director on good corporate governance matters for the smooth operation of the AFI network.

Norbert has more than 25 years of senior management experience in Zambia, including 19 years at the Bank of Zambia (BOZ)—a member institution of AFI—where he held numerous positions such as Assistant Director of Regulatory Policy, Licensing and Liquidations, and Director of Bank Supervision. He has been a member of several technical committees aimed at reforms of the banking sector at national, regional and international levels. At BOZ, Norbert also served as liaison with AFI. He actively participated in financial inclusion meetings and activities, and worked to ensure BOZ assumed a strong role in the Network. Henri Dommel, a French national, joined UNCDF as the Director of the Financial Inclusion Practice Area in 2007.

He is responsible for leading the Unit's strategy in promoting access to financial services and the development of inclusive financial sectors in least developed countries. In his position, Mr. Dommel helps develop UNCDF's strategy within Inclusive Finance, as well as support UNCDF's agenda on product innovation and diversification which includes microinsurance, remittances, financial services for youth, among others.

Mr. Dommel started his career at Banque Paribas in New Delhi as well as in Paris at the bank's department for Africa and the Middle East.

He joined the UN system in 1992, working as Programme Manager at UNCDF until 2001.

On the industry front, he is the appointed Chairman of Disaster Recovery Institute (DRI) Malaysia and also a NonExecutive Chairman of TeleAwan Sdn Bhd. He is a shareholder of CyLexic Pte Ltd, Singapore and a Board Director of Cyber8Lab Sdn Bhd, Malaysia. Prof Dato’ Husin is the founder and was the first CEO of Cybersecurity Malaysia Berhad, former CEO of iCrypto Berhad, former CEO of DataCrypt Consultancy and he was the Director of the National ICT Security and Emergency Response Centre in MIMOS Berhad. He also served the Ministry of Science and Technology and the Ministry of Defence Malaysia and acted as the cybersecurity advisor to the Ministries until June 2012. He architected many strategic projects in cybersecurity in Malaysia while in the military service, including designing security requirements for the Strategic Command and Control Systems for the Malaysian Armed Forces, formation of Army IT Centre, formation of the Armed Forces Cyber Warfare Division.
